The Problem
The newly constructed, 17-story headquarters of a government-owned oil and gas regulatory agency in the Niger Delta—comprising extensive office spaces, a 1,000-seater international conference center, and a multilevel car park—faces significant operational readiness challenges.
Due to the scale and complexity of this facility, including its critical function within the oil and gas sector, the absence of comprehensive operations and maintenance manuals, clear maintenance specifications, as-built drawings, service level agreements, and integrated facility management software could lead to operational inefficiencies, unplanned downtimes, and potential safety risks.
Furthermore, without adequate training for the building users and operations teams, there is an increased likelihood of service disruptions, resource mismanagement, and asset underperformance, jeopardizing the headquarters' role in regulatory operations and stakeholder engagement.
